When Zimbabwe holds its national harmonised elections on August 23, 2023, five elections will be using the Proportional Representation (PR) system, which means that political parties are represented in proportion to their electoral support, or total votes cast in the polls.
This means the contesting political parties have to submit party lists for the following posts:
- Senate Party List
The list is made up of candidates. Candidates must be 40 years and above, registered in the province in which one is standing and must be in a zebra or alternating format with the woman’s name on top of the list. A Zebra format means a list of an equal number of men and women, with women at the top of the list. Each political party submits a list of six names per province. In total there must be 60 senators for the 10 provinces. The nomination fee for candidates is US$200 or bank rate equivalent per party list
- National Assembly Women’s Party List
The list is made up of candidates. Candidates must be 21 years and above, registered in the province in which one is standing and must consist of women only. Each political party submits a list of six names per province. In total there must be 60 female parliamentarians in Parliament. The nomination fee for candidates is US$200 or bank rate equivalent per party list.
- National Assembly Youth Party List.
The list is made up of candidates. Candidates must be between 21 to 35 years and registered in the province in which one is standing. The list must consist of two candidates with one eligible for election. Each political party submits a list of two names per province. In total there must be 20 youth representatives in Parliament. The nomination fee for candidates is US$200 or bank rate equivalent per party list.
- Provincial and Metropolitan Council Party List.
The list is made up of candidates. Candidates must be 21 years and above, registered in the province in which one is standing and now consists of men and women, after the government issued Statutory Instrument 114 of 2023 that amended Section 268 of Zimbabwe’s Constitution. Each political party submits a list of 10 names per province. In total there must be 100 members of the provincial or metropolitan councils. The nomination fee for candidates is US$200 or bank rate equivalent per party list.
- Local Authority Party List
The list is made up of candidates. Candidates must be 21 years and above, registered in the local authority in which one is standing and must consist of women only. Each political party submits a list with a number of candidates equivalent to 30 percent of the total number of seats or wards in a given local authority. These candidates do not pay nomination fees.
